It's seen by heading to the docks and heading towards the southern peacekeeper tower on a Soldath morning. You'll see two of the duke's mercs blocking entry with a heart over their heads. Talk to them and you'll cut to a scene of Rose in her civilian clothes with her pants down to her knees being fucked doggy style by the duke. It shows up after completing MQ17 and goes away upon completing objective 4 and comes back after completion objective 11 of MQ21, it then disappears "indefinitely" after completion of objective 7 of MQ25.
If y'all are wondering when and where freeroams take place just check the walkthrough that comes with the game. After the walkthrough portion you can find a list of all side stories, all freeroams, and the contents of each extra scene.

Should be around the 27th. N_Taii sometimes gives it out a little early if it doesn't leak, which so far it hasn't.

It is 10:35pm currenly where he lives (CET) so he's not exacly late from anywhere, while he was living in Japan he used to release the PoLs at 1am every time, give or take half an hour every now and then. I'll admit the releases for PoLs have been pretty random ever since he moved back, but it is still VERY likely that we're gonna get it in the next 1 hour
