You are most likely using an old save, I think you might need to start from the beginning, but I would also wait for an expert's opinion.

is there a way to reactivate the carmen quest. I had it back in 0.97 but then when i shifted my files to 0.98 i cant find it. i was also stuck on the part where we have to go to #5 rivertown in the afternoon because nothing happened when i went there
