I don't have any insider info, but it doesn't seem so. In the last patch they even reverted some of the worse AI images to the original, hand-drawn versions.

Getting this error and for some reason switching the missing picture for this one did not fix it. still giving me the error somehow even though the new picture is there

For me I believe it became accessible after competing the majority of Act 1 and upgrading some of the castle and buying the stables and inn first. Maybe you have to buy upgrades in a specific order?
If you have decided that your companions do not work in the brothel, you do not have access to it further in the game.
